Problem / Situation
People will only be drawn to public places if they are places free of significant crime.

Solution
Crime will be lowered in public places if there are people around. Provide housing in and around public places, to ensure that there is activity throughout the day and evening.

Also, ensure that adequate lighting is provided to discourage crime at night time.
